INCOME AND LIVING CONDITIONS SURVEY (SILC)
The Survey on Income and Living Conditions is a survey that the Institute of Statistics, conducts on an annual basis from 2017 onwardsis.
The results present comparable statistics to other countries as well as provide reliable data in the area of relative poverty, social exclusion and household income, helping policymakers in the policies designing for reducing poverty.
Individs who participate in the survey are interviewed for 4 consecutive years. This statistic aims to study and analyze the living conditions of households and their members in the current year, as well as in the long term for a period of 4 years.
Indicator of at risk of poverty
The indicator of at risk of poverty in Albania is one of the most important indicators produced by this survey and means the indicator of poverty in relative terms, poor in relation to others.
The results of the survey serve as an important basis in decision-making processes, to analyze the socio-economic situation in the household and the subsequent approval of specific measures aimed at improving the quality of life of the population in Albania.
At-risk of poverty rate in Albania, in 2022, is 20.6 %, experiencing a decrease by 1.4 percentage points compared with 2021.
The at risk of poverty threshold represents the lowest annual income available for a person to not be considered poor. This threshold for one person in 2022 is estimated at 225.931 ALL.
Social benefits and at risk of poverty
In most countries, one of the most important and effective instruments in reducing poverty are social benefits, which also in our country affect the reduction of at risk of poverty. At risk of poverty in 2022 is estimated 36.5 % compared to 24.5 % that is estimated when in the income level are included social transfers only from old-age and family pensions.
At risk of poverty rate by age group
The decreasing trend for year 2022 is observed in all three age groups, 0-17 years old, 18-64 years old, 65+, for the indicator at risk of poverty.
At Risk of Poverty or Social Exclusion (AROPE)
From this survey, it is produced also the work intensity of household and material and social deprivation. The work intensity of a household refers to the number of months that all household members have been working during the income reference year as a proportion of the total number of months that could theoretically been working throughout the year (12 months).
Material and social deprivation refers to the indicators that show the material conditions that affect the quality of life of households and individuals.
Severe materially and socially deprived persons are those living in household who cannot financially afford at least 7 out of 13 deprivation items (6 items related to the individual and 7 items related to the household).
At Risk of Poverty or Social Exclusion (AROPE) refers to individuals who are in at risk of poverty, or severe materially and socially deprived, or living in households with very low work intensity. It is the main indicator for monitoring poverty and social exclusion.
All data collected from this survey are confidential and protected according to Albanian legislation and are used for statistical purposes by the Institute of Statistics. The final statistical information is always published in aggregated form where the data for a specific household and for individuals are unidentifiable from them.
Excluded from the survey, population living in institutional households of all types (dormitories, Elderly homes, hospitals, prisons, rehabilitation centers, camps etc.).
