National statistical system

National Statistical System (NSS)

The National Statistical System is the entirety of institutions and organizations that carry out activities within the Republic of Albania, which collect, process, and publish official statistics according to the Five-Year Program of Official Statistics, a document approved by a special decision of the Assembly.

Legislation

The legislation Law No. 17/2018 "On Official Statistics" is the basic document governing the establishment and operation of the National Statistical System. The constituent institutions of the NSS are the producers of official statistics, currently including: INSTAT, the Bank of Albania, and the Ministry of Finance and the National Agency of Natural Resources. The performance and actions of the NSS are determined by the Official Statistics Program for a five-year period, as well as the Annual Plan for its implementation.

Coordination of the National Statistical System

Based on the official statistics law, the Institute of Statistics is responsible for the coordination and functioning of the NSS. Coordination performance mainly include cooperation among producers of official statistics to ensure better planning and monitoring of statistical indicators, coherence between the activities of each institution, and reduction of statistical activity costs.

Also, coordination for the system serves to ensure uniformity of statistical methodology, technical support to ensure the implementation of international standards, and quality control of produced statistics.

Strategy for the Development of the National Statistical System (SDNSS)

The drafting of the Strategy for the Development of the National Statistical System (SDNSS) 2020-2030 has undertaken in the context of:

1.strong support from the Albanian government for statistical development;

2.the process of transformation towards integration into the Europian Union;

3.the implementation of EU recommendations for the harmonisation of the legal and regulatory framework in Albania according to the EU acquis communautaire;

4.the continuous increase in the demand for greater quantities and quality of data from users at national, European and international level for policy, planning and monitoring purposes;

5.rapid changes in the field of Information and Communication Technology (ICT) for statistics;

6.the new Law No. 17/2018 “On Official Statistics”, adopted on 5 April 2018 (Law on Statistics 2018).

INSTAT is the representative institution of the National Statistical System and maintains relations with the national institutes of other countries.
