Drafting the Census Questionnaire

INSTAT, during the work for the preparation of the Census of Population and Housing 2020, tested the draft questionnaire. The testing was related to methodological issues such as the application of basic definitions, comprehensibility of the content of the questionnaire, identification of questions difficult to understand by the interviewer and the respondent, as well as the duration of completing the questionnaire for a household.

The number of questionnaires completed by INSTAT employees was organized as follows:

10 questionnaires for each of the Production Directorates;
5 questionnaires for each of the other Directorates;
10 questionnaires for each of the regional offices;
The draft questionnaire was built in accordance with international recommendations and regulations of the European Union, guidelines of the "Recommendations for the 2020 Censuses of Population and Housing of the Conference of European Statisticians" as well as the recommendations of Eurostat and the UN.

The “Census of Population and Housing 2020” questionnaire is divided into two main pillars: Compulsory questions, which have a common interest and are needed for statistical comparisons at the international level; and Optional questions, which are optional and necessary depending on the specific situation and country requirements.

Several consultative meetings with national and international actors were held for the drafting of the Census of Population and Housing 2020.
