On September 23, 2025, the Institute of Statistics (INSTAT) signed the amendment of the cooperation agreement with the National Cyber Security Authority (NCSA), with a special focus on protecting data from digital attacks and enhancing the security of information systems. The agreement was signed in the presence of INSTAT’s Director General, Ms. Elsa Dhuli, and the Director General of NCSA, Mr. Igli Tafa.

In her remarks, Ms. Dhuli thanked the National Cyber Security Authority for its support during INSTAT’s most difficult moments, especially after the 2024 cyberattack. She emphasized that strengthening digital security is a fundamental condition for the credibility of official statistics and an essential standard for the country’s European integration.

For his part, Mr. Tafa expressed NCSA’s commitment to supporting INSTAT and other state institutions not only against cyberattacks but also against hybrid attacks, which aim at destabilizing institutions and the country as a whole. He also offered the possibility of training INSTAT staff to better recognize risks and respond effectively to cyber threats.
