The purpose of the monthly publication of "Transport Statistics" is to present the results and indicators related to transport, which are the basis for monitoring trends, flows and structures in different types of transport. The monthly publication "Transport Statistics" presents indicators related to freight flows and the number of passengers moving in each different type of transport such as: sea, air and rail and the values of exports / imports of goods by mode of transport. Ministry of Infrastructure and Energy is the main institution for the transport policies in the country as well as the main source that provides INSTAT a comprehensive administrative information system on transport which assurances the monthly publications of these indicators.
The purpose of the monthly publication of "Statistics of Road Accidents" is to present the results and indicators of road accidents such as: the change in the number of monthly accidents, number of killed and injured persons by road accidents classified by gender, the behavior of road users, age and counties in the country comparing with the same period a year before. General Directorate of State's Police is the institution that provides INSTAT with a comprehensive system of information on road accidents.
The purpose of the publication "Characteristics of road vehicles" is to present indicators on the characteristics of road transport vehicles that circulate in the Republic of Albania, registered with the status "active" or "temporarily deregistered" in the Albanian National Register of road vehicles. The annual publication on "Characteristics of road vehicles" presents indicators on the number of road vehicles by type, road vehicles by counties, by gearbox, brand, fuel, passenger vehicles by year of production, fuel and engine volume. The General Directorate of Road Transport Services is the institution which provides INSTAT with a comprehensive system of information related to road vehicles circulating in our country.

1 Purpose
The purpose of Transport Statistics publication is to present the results and indicators related to transport, which are the basis for monitoring trends, flows and structure in different types of transport. The monthly publication presents indicators on the flow of goods and the number of passengers moving each month according to different modes of transport such as by sea, air and rail. The Ministry of Infrastructure and Energy is the responsible institution for the development of transport policies in the country as well as the main source providing INSTAT with a comprehensive administrative information system in the field of transport.
Road Transport
Road transport statistics include indicators on road vehicle inventory by group, road network length, road vehicle accidents, investments and road network maintenance.
Railway Transport
The statistics on rail transport include number of passenger and volume of goods transported through the rail system, length of rail lines in use, rail transport volumes, infrastructure, means of transport, investment and maintenance of railway infrastructure and accidents.
The length of the railway line in the country is 334 km. Rail transport is concentrated in regions of Durrës, Elbasan, Shkodra, Tirana, Vlora.
Maritime Transport
Statistics on maritime transport include the number of passengers for each port in the country and the volume of loading and unloading by port and structure.
Air Transport
Statistics on air transport include the number of flights and overpasses, the number of passengers departing each month, the number of airlines operating in the country, the amount of goods transported by air, and mail sent by air expressed in kg.
2 Legal Basis
Transport Statistics legal basis are based on Law No. 17/2018 "On Official Statistics" and Official Statistics National Program for the period 2017-2021.
Regulations
Transport statistics are based on European Regulations which govern the production of these statistics. In order to be comparable with European Member States statistics, Transport statistics are produced by applying the Regulations for each mode of transport:
- Regulation (EU) 2018/643 of the European Parliament and of the Council on rail transport statistics (recast)
- Directive 2009/42/EC of the European Parliament and of the Council of 6 May 2009 on statistical returns in respect of carriage of goods and passengers by sea (recast)
- Regulation (EU) 2018/974 of the European Parliament and of the Council of 4 July 2018 on statistics of goods transport by inland waterways
- Regulation (EU) No 70/2012 of the European Parliament and of the Council of 18 January 2012 on statistical returns in respect of the carriage of goods by road (recast)
- Regulation (EC) No 437/2003 of the European Parliament and of the Council of 27 February 2003 on statistical returns in respect of the carriage of passengers, freight and mail by air
3 Sources and methods of data collection
The data used to produce the Transport statistics are administrative data. The data source is Ministry of Infrastructure and Energy.
4 Reference period
Transport statistics refer to monthly and annually data. The data on Transport Statistics is published approximately 27 days after the end of the reference month according to the predetermined date in the INSTAT publication calendar. Some statistics are published on an annual basis.
5 Classification and definitions
Classification
The Standard Classification of Goods for Transport Statistics, which is briefly known as NST 2007, is used to classify goods by means of transport. This classification is used for goods transported through four modes of transport: roads, railways, inland waterways and sea.
NST 2007 is fully related to the Classification of Products and Activities, CPA 2008 and the Nomenclature of Economic Activities (NACE Rev. 2). Consequently, NST 2007 is also in line with United Nations counterpart classifications (CPC and ISIC) and Combined Nomenclature (CN) 2007. This classification can be found at the link below:

Indicator definitions
Road Transport
Traffic – is the movement of vehicles, passengers and goods. It is shown as the number of passengers who have arrived or departed, or as the quantity of goods arrived or dispatched at stations (railway stations, bus stations, ports, airports, depots, etc.).
Road transport - Any movement of goods and / or passengers using a road vehicle on a given road network.
Roads are classified according to three internationally comparable types: Motorway, Road inside a built-up area, other road (outside built-up area).
Motorways - are public roads intended for long-distance transport of motor vehicles and are part of the motorway connections with neighboring countries. Special junctions for driving onto and off the motorways (the so called on ramps and off ramps or exits) are a part of motorways.
Length of road - The length of the road is the distance between its start and end point.
Passenger road vehicle - A road vehicle designed, exclusively or primarily, to carry one or more persons.
Special purpose passenger cars - are passenger cars designed for purposes other than the carriage of passengers. This category includes e.g. fire brigade vehicles, ambulances, funeral vehicles, driving school vehicles, racing vehicles and other passenger vehicles not specified elsewhere.
Goods road vehicles - Road vehicle designed, exclusively or primarily, to carry goods. It includes categories N and O of the UN Consolidated Resolution on the Construction of Vehicles (R.E. 3).
Railway Transport
Railway transport - Any movement of goods and/or passengers using a railway vehicle on a given railway network.
Length of tracks – It is the length for a given section of railway between the mid-point of the building of the departure station and the mid-point of the building of the terminal station
Tonne – kilometer(tkm) - Unit of measurement representing the movement of one tonne of capacity available in a wagon when performing services for which it is primarily intended over one kilometer.
Train- kilometer - Unit of measurement representing the movement of a train over one kilometer.
Maritime Transport
Maritime transport - Any movement of goods and/or passengers using merchant ships on journeys, which are undertaken wholly or partly at sea.
Statistical port - A statistical port consists of one or more ports, normally controlled by a single port authority, able to record ship and cargo movements.
Sea passenger - Any person who makes a sea journey on a merchant ship.
Passenger-kilometer - Unit of measurement representing the movement of one passenger in a merchant ship over one kilometer.
Goods carried by sea - Any goods conveyed by merchant ships.
Port of loading - The port at which a consignment of goods was loaded onto the ship from which it is unloaded at the reporting port.
Port of unloading - The port at which a consignment of goods, loaded onto a ship at the reporting port, is to be unloaded from the same ship.
TEU - A statistical unit based on an ISO container of 20 foot length (6.10 m) to provide a standardized measure of containers of various capacities and for describing the capacity of container ships or terminals. One 20 Foot ISO container equals 1 TEU.
Air Transport
Air transport - Any movement of goods and/or passengers on an aircraft movement.
Airport - A defined area of land or water (including any buildings, installations and equipment) intended to be used either wholly or in part for the arrival, departure and surface movement of aircraft and open for commercial air transport operations.
Airline - An aviation enterprise operating aircraft for commercial purposes which (i) performs scheduled or nonscheduled air transport services, or both, which are available to the public for carriage of passengers, mail, and /or cargo and (ii) is certified for such purposes by the civil aviation authority of the state in which it is established.
Passenger air service - Scheduled or non-scheduled air service performed by aircraft carrying one or more revenue passengers and any flights listed in published timetables as open to passengers.
All-freight and mail air service - Scheduled or non-scheduled air service performed by aircraft carrying revenue loads other than revenue passengers, i.e. freight and mail.
Flight number (aircraft) - A flight number is the primary published flight number assigned by the air transport operator to the flight. Passengers using a flight by an aircraft may be travelling under a range of different flight numbers.
Accidents
Methodology
Road accidents include only the accidents which cause death and injuries.
The chance for occurrence of a road accident may be linked to several factors, including the number of kilometers travelled, extent and quality of the road infrastructure, weather and geographical conditions, population density. Behavior of drivers may become as well a possible reason for occurrence of accidents, as for instance inappropriate training or lack of experience, concentration, driving speed exceeding the limit, failure to abide by the road traffic rules and consumption of alcoholic drinks.

Casualty
Any person killed or injured as a result of an injury accident
Road accidents
Accident is any road accident cause by at least a road vehicle with at least one injured or dead person.
Person killed
It is considered any person killed immediately or dying within 30 days as a result of the accident.
Person injured
It is considered any person not killed but who sustained an injury as a result of an injury accident, normally needing medical treatment.

The purpose of this publication is to present indicators on the characteristics of road transport vehicles at the most detailed level such as: road vehicles by type, cars by brand, cars by year of production, cars by fuel and cars by engine size. In the detailing of vehicles by fuel, in the group "other hybrids" are included the categories "Gasoline + Gas + Electric", "Gasoline + Electric + Hybrid", "Oil + Gas", "Oil + Electric + Hybrid".
Definitions
Mixed transport vehicles (ATP) - includes vehicles that have a total full load weight not exceeding 3.5 tons, or 4.5 tones when there is battery traction; are intended for the transport of people and goods with a maximum capacity of nine seats, including the driver's seat.
Special purpose vehicles (APV) - vehicles permanently equipped with special mechanisms and generally intended for the transport of these mechanisms; on these vehicles is allowed the transport of personnel and materials related to the operational cycle of these mechanisms, as well as the transport of people and goods related to the destination of use of these mechanisms.
Special transport vehicles (ATV) - means of transport intended for the transport of certain goods or people under special conditions and is characterized by the equipment jointly, with special mechanisms that serve this purpose.
Special road vehicles (MRV) - special road vehicle for their special characteristics defined as such in the Road Code.
CC- the unit of measurement of the motor volume of road vehicles expressed in centimeters in cubic.
Passenger Car - motor vehicle of road transport intended for passenger transport, in which the number of seats (including the driver) does not exceed the number 9.
Bus - motor vehicle of road transport intended for passenger transport with the number of seats (including driver's seat) with more than 9 seats.
Cyclomotor - A motor vehicle, with two, three or four wheels.
Semi-trailer - A motor vehicle intended for the transport of passengers and goods.
Agricultural machine - A motor vehicle with wheels or a chain intended for use in agriculture and forestry, for the transport of agricultural goods.
Motorcycles - Three-wheeled vehicles, intended for the transport of goods. They can have up to two seats for the people involved in the transport, including the driver.
Towing - Vehicle intended for towing trailers or semi-trailers only
