1.Position Information

Title: Administrative Coordinator "Developing the IT infrastructure of INSTAT and establishment of a training centre" Sida project

Reports to: Sida and Director General ofINSTAT

Duty Station: INSTAT (Full time office based)

Duration of Assignment: 18 months, with possibility of extension subject to the needs and availability of project funding (January 10, 2016- July 10, 2017

II. Background Information

The Institute of Statistics Albania ( INSTAT), has requested the support of the Swedish International Development Cooperation Agency (Sida), to carry out procurements for ICT equipments to improve data collection, data processing and dissemination; to equip enumerators and staff with new computers and to set up a training center within the premises of INSTAT.

A sustainable statistical system will facilitate decision-making based on relevant and reliable statistical information that meets domestic demands as well as EU standards.

In order to help INSTAT in administration and other procedures concerning the procurements, it is advised that an Administrative Coordinator is hired for the period of 24 months.

The administrative coordinator will be appointed for the project period that is tasked to control that funds are used for intended purposes, confirms procedures are followed for the execution of payment and for control in general. The administrative coordinator has full access to all information and accounts.

Extended tasks for the coordinator - before and after the intensive procurement periods - could be to provide capacity building to the internal audit unit and development of routines for internal control of donor funds and fund management, within the legal frame the INSTAT FDP formats and other current formats for financial reporting.

The Management of the financial resources shall be in straight collaboration with the Sida office in Tirana.

III. Objectives of Assignment

Professional and efficient project management and coordination with project's partners/stakeholders involved in the project implementation. Contact point for the Sida partners. Close cooperation with the different experts in order toassure a successful implementation of the project and its activities.

IV. Scope of work: Expected Results/Deliverables

  1. Monitoring and following the project implementation. Providing the fulfillment of duties in time. In collaboration with INSTAT and Sida will acquire the delivery of inputs and project results.
  2. Will collaborate and support the works between responsible departments of INSTAT for fulfillment in time of project activities including the procurement of goods and financial services covered by the project.
  3. To collaborate and coordinate the works with donors and other project cooperatives.
  4. To formulate and monitor the financial management of the project in accordance with technical procedures, based on agreement between INSTAT and Sida. To ensure that disbursement of funds are in accordance with terms of reference approved.
  5. To prepare narrative quality reports in collaboration with the technical units of INSTAT, review the budget and time schedule in accordance with templates approved.
  6. To prepare financial reports in cooperation with INSTAT
  7. Active involvement in the follow-up related to the process of the service delivery and invoice execution.
  8. Prepare the necessary financial documentation in the relation to the execution of the projects payments.
  9. Prepare the minutes of the project steering committee meeting in the cooperation with the international cooperation unit at INSTAT as well as to contribute to the preparation of the relevant communication with the project's stakeholders.
  10. 9. To submit and quality assure the technical report and financial report for the external and final audit of the project. To establish a consolidated planning for the whole project, in collaboration with the INSTAT and SCB representatives.
  11. To monitor the project and supervise the work of the Albanian partners related to the project according to the planning.
  12. To follow the work on the operational level of the project.

V. Recruitment Qualifications


Graduate (diploma) in Exact sciences (preferred engineering)


  • Management experience in projects coordination/implementation field
  • Confirmed practical experience in statistical projects
  • Excellent planning and communication skills
  • Very good organizational and analytical skills


Confirmed computer literacy (Word - Excel - Powerpoint)

Language requirements

Very good command in the English language (written and speaking)
