The overall objective of the programme is to prepare the statistical authorities in the beneficiary countries for EU membership by aligning their methodologies and practices with the acquis and integrating them into the European Statistical System. Within the overall objective, the specific purposes of the programme are: (i) to improve the availability and quality of statistical data in the beneficiary countries essential for developing and implementing European policies and for the preparation of the beneficiaries for future EU membership; (ii) to upgrade and strengthen the statistical systems in the beneficiary countries, thereby improving the availability, quality, comparability and timeliness of statistical data in particular in the following main areas such as on Macro-economic statistics, Agriculture statistics, Social statistics, Business statistics etc.

The IPA MB programme provides support and assistance in the capacity building and enhancing institutional expertise through participation in the training courses and traineeships 3 - 5 months in the NSI-s of the member countries and Eurostat, meetings and working groups of the ESS for relevant statistical domains.

One of the most important supports of the IPA MB programme provides specific technical assistance and expertise for the different pilot projects with the aim of improving the collection, production and dissemination of the quality statistics

The pilot projects under IPA MB 2015 for statistical system of Albania are on macro-economic statistics (national accounts, regional and sector accounts, government finance statistics, PPP and HICP), agriculture statistics (agri-monetary, crops and animal production), social statistics (EU-SILC, LFS, preparation of the population and housing censuses 2021, crime and criminal justice), business statistics (trade in services, business register, short-term business, energy, transport and information society) and in statistical fields of a more horizontal nature (quality management, metadata system etc.) as well as some and ad hoc pilot projects.
